Rally packages distribution

Could you please make possibility of distribution of rally in packages(rpm, deb, pip)?
My opinion is: many customers have not internet access from the lab that they provides to us due to security reason.
If we can add these packages into fuel-repository it will be like a solution for us. It is very complex to install rally without internet access.

- Version x.x.* should be backward compatible fully (e.g. the same DB/API can be used with x.x.N and x.xN+K)
- x.N.* and x.N+1.* are not backward compatible (Temporarily till 1.*.* version)
- Once we reach 1.0.0, we will start supporting DB upgrades and compatibility between major version changes
