Document the RPMv4 format for either LSB or IETF

LSB adopted RPM a decade ago as a linux "standard" format.
The format that is documented in the LSB Packaging 3.0 standard
is no longer widely in use. Instead what used to known as RPMv3
format has been given to LSB and renamed as the "LSB format"
to clarify who is responsible for any changes or documentation.
An offer to assist with documenting the changes in RPMv4
format was made to LSB, and a <email address hidden> mailing
list was established to organize the efforts, as well as to
attempt to assist with what was known as "The Berlin API".
There is still a need to document RPMv4 format, either for LSB,
or perhaps for a IETF RFC.
