Design a replacement store for specspo
Design a specspo replacement using a data store other than gettext(3)
for i18n. Its a very very simple store
msgid -> msgstr[locale]
that can be implemented in any database, on any server, with all the
usual import/export data munging tools.

After some discussion, it was decided to implement "content addressable" store for localized package descriptions/
Targeted at "mid-summer" delivery (but almost certainly needs to be finished sooner:
there's too many other processes that will get log-jammed on the RPM implementation).
