describe and implement a possible vcs-rpm integration

Currently there is not a clear direction on how integrate rpm build with a vcs (git, cvs, bzr, hg, ..): something on the line of "the exploded source SCM repo Repo" of Doug Ledford. Exists a cross-package and distro project for tracking this http://vcs-pkg.org/.

In Ubuntu/debian exists already some infrastructure in place as the integration of quilt http://www.debian.org/doc/maint-guide/ch-modify.en.html and git, bzr
