[Rename] Savanna to Sahara in the dashboard plugin

all uses of Savanna need to become uses of Saraha

* horizon settings (avoid using sahara?)
* urls (keep alias?) (avoid using sahara?)
* code directory structure / modules (requires cross repo coordination)
