Remove OpenStack common copy/paste code

One of the goals from the TC for the Ocata release is the cleanup of incubated code, https://review.openstack.org/#/c/349070/.

For Searchlight, the searchlight-ui project is using apiclient code form openstack-common, http://paste.openstack.org/show/544007/. This needs to be changed. The searchlight-ui code should use apiclient from the official location and delete the references to openstack-common.
