Check nodes status before do cluster-recover action
Node could check it's status before do node-recover action, maybe cluster should also check the status of the nodes that belong to this cluster before do cluster-recover action, just like node-recover action.

Add a optional param to cluster-recover action, with the param set, cluster will check the status of the node that belong to this cluster, if status is active, we will not recover this node, we just recover not active nodes.
