support to update receiver

Senlin already supports:
1)receiver-create
2)receiver-delete
3)receiver-list
4)receiver-show
This blueprint suggests to support receiver-update in senlin.
User can update the target cluster, the action and the parameter related to the receiver which has been created before, without deleting it and creating a new one.
The function points include:
1)db support for receiver update
2)new api for receiver update
3)sdk support for receiver update
4)senlinclient and OSC plugin support for receiver update

Why do we update an existing receiver instead of creating a new one?
