Refresh physical resource status before doing node_recover

When we receive a do_recover action, maybe we should do_check at first. If the node status is active, then we do nothing. Or the physical resource is active but we record inactive, then we refresh to active in our node record, also don't do do_recover actually. Only if the physical resource is not active , we do do_recover action.
