Deprecate plans and assemblies

In Solum we started with the plan and assembly abstractions. In Mitaka cycle we have completed implementation of the app and workflow abstractions which are replacements of plan and assemblies.
We want to deprecate plan and assembly as app and workflow are the abstractions that we want to use going forward.
