External API Hooks

Provide a set of URL paths which external applications are able to interact with the spenglr system. Remote applications should be able to request lists of sets, request questions in a specific set, and submit answers to questions in a specified set. Information on the currently logged in user (e.g. SQ) should also be available. Interfaces for consideration include JSON and XML (both if possible?)
