Full report on product issues

We need to present a full report on bugs in the product (MOS + Fuel projects). In general it will be the same as our current 'custom report', with the only exception that it should not filter bugs by milestone automatically. Milestone should be a 'filterable' column in this report.

The main motive to make this report separate from current 'custom report' is that the new report is expected to load very long time (if it will load at all) for authenticated users.
