support multiple replicas mixed in one cluster

for cloud storage service users, they expect to apply different availability level, like high, medium, low, which expects different replica number, provider also can list different price for different level. so far the replica is assigned when ring creation for the whole cluster, and no way to change it on existed cluster, no consideration to support different level.
