Set default quota for swift accounts and containers

Currently there is no default quota. There may be big usage problems if an account doesn't have quotas.
If the account is auto created (with account_autocreate feature), it could be interesting to be able to put default quotas.
We could add a value in the proxy configuration. The default value would be no quotas.
