Create gluster-swift PPA for Ubuntu and create Debian packages

Currently, we offer only RPM packages for Fedora. As community, we need to provide up-to-date DEB packages for Ubuntu. The users of Debian (and its derivatives like Ubuntu) are far more than Fedora users.
PPA is a repository, provided by Canonical, that allows developers to offer up-to-date versions of software to all Ubuntu users.
