Convert system to debian packaging through a PPA

The current driver is hosted in a custom-maintained Debian repository. Since it's hosted externally, it's subject to downtime, speed issues, and potential lack of trust, as well as limiting the ability to distribute source packages. Converting to a PPA-based system would reduce these issues.
