Adding Availability-zone support in VNF creation command

This work describes the implementation to enable Availability-zone argument in VNF creation command in VNFM. This argument is used to specify which availability-zone that VNF should be placed on as well as enable high availability of VNF across multiple connected zones in Openstack deployment. In future, this feature could be used to support VNF cluster deployment over multiple availability-zone
