Database Synchronization in Multiple Components

In the current implementation, Tacker DB and VIM DB such as etcd in K8s are only synchronized when SOL002 heal is executed. This change aims to support flexible functionality for DB synchronization, and also to support extended features related to DBs.
This BP supposes the below changes
- Add synchronization support between Tacker DB and K8s etcd
- Rollback/forward for Tacker DB to keep consistency
