ETSI CISM Framework for LCM of Containerized infrastructure in Tacker

Currently, Tacker provides Kubernetes infrastructure as a VIM, which allows C-VNF to be configured.
However, the LCM function for C-VNF (POD) generated through Tacker is not enough. In addition, it is necessary to define a standardized architecture according to the document currently being discussed in ETSI.
Therefore, this proposal intends to design and implement a structure for providing LCM of C-VNF based on CISM model of ETSI standard IFA29.
