Introduce for Tacker instraller
Tacker's hasn't been maintained actively for supporting multiple platforms or frameworks. For example, it doesn't work on other than Ubuntu if you just follow the instructions in docs without something extra efforts. However, we've started to consider to cover several usecases, for example, support for the recent CentOS stream or Kubernetes VIM on host or guest.
For developers, it's annoying to repeat boring or tedious steps everytime setting up OpenStack on hypervisor while developping or testing Tacker if supported usecases increased. Or for beginners, we should minimize difficulties of deploying and make them focusing on their usecases.
This proposal is to help people who deploy tacker with devstack mainly for testing or evaluating by introducing an installer for several platforms or frameworks. It consists of:
* A template of Vagrantfile which is easily configurable.
* Ansible playbooks for deploying OpenStack and Tacker on it.
