Support CNF in LCM API v2

Tacker has already supported lifecycle management API (LCM API) version 2, which corresponds to ETSI NFV SOL002 v3.3.1 [1] and SOL003 v3.3.1 [2]. However, it only supports virtual network functions (VNF) operated by OpenStack VIM not support containerized network functions (CNF) operated by Kubernetes.

This blueprint proposes supporting CNF in LCM API v2. It enables Tacker more powerful as Generic-VNFM.
