Support instantiationLevel for CNF

In the current implementation, instantiationLevel is ignored even if they are passed to Tacker in requests. However, this parameter will be important when users use Helm charts to deploy CNFs. The initial number of Pods could be described in the Helm parameters, but there are no consistent way to describe initial number of Pods in current implementation. Therefore, implementing the support of insitantiationLevel as consistent way to describe initial number of replicas can be significant for operations with Helm charts.
