Currently the functions interacting with underlying openstack resources like heat-stacks, networking-sfc, mistral are spread across different subcomponents of Tacker. They need to unified into a single OpenStack VIM component. We also need to move the OpenStack VIM out of NFVO (that effort can be combined with this one here).
