Update version of cirros image

We've been using old cirros-0.4.0 for long time. Although it does not cause a fatal error in tacker, can be a problem such as here [1]. I think we don't need to fix the version of cirros to 0.4.0. This proposal is for updating to the latest 0.5.2.
