Integrate the cluster management into Tackers

The purpose of this blueprint is to bring the cluster management into Tacker to support HA for virtual network function. The VNF includes several VNFCs or VDUs defined in TOSCA template. We will define the properties of cluster capability for VDUs in the VNF description/TOSCA template. Some changes will be made in HEAT Translator to use Senlin resources in HEAT template.
