Add ability to retry a job after a given delay

When a job may not be finished (due to some external requirement) it can be useful to provide a way to delay that job from getting processed by other consumers until a given time period has elapsed. This should be possible by (for example) tasks throwing a type of exception or by direct job/jobboard API usage.
