parents_required method for deciders

graph_flow deciders functionality allows to prevent execution of node successors. While if there is more than one predecessor of a node, than there is no ability to specify whether all of them are required to be successfully executed or not. see bug: #1480907
New functionality that allows user to select default behaviour for tasks should be introduced, allowing to specify on task level, whether all parents should be executed successfully or not.
