Network performance scenario test using iperf/nuttcp

One of the key aspects of Openstack testing is the ability to measure network performance aspects like throughput
This blueprint is for creating a scenario test in tempest to measure east-west throughput for L2 and L3
So basically what the code should do
1. Create server and Client VMs
2. Install iperf/nuttcp
3. Create VM on same and different network so you can test L2/L3
4. Measure and report VM throughout
