Swift Tests without Auth System

Add Swift API tests without any identity service.
Currently, Tempest has no way to run Swift tests without any auth service now. Workitems are:
- Add module to send request to OpenStack services without relying on any auth systems
- Add API tests which are effective only when auth systems are disabled
- Add skip statements to test cases which test ACL features
