Tempest Stable Fixtures

A number of common functions in Tempest could be written as reusable fixtures, which would both make Tempest own code more readable and debuggable, as well as make such fixtures usable by plugins. Example of fixtures to be implemented are: credential and network providers, validation resources, clients, class level cloud resources.
