we need to create TripleO workflow to support BIOS configuration once this ironic RFE is ready:

1) Introduces a new workflow for applying BIOS configuration: tripleo.baremetal.v1.apply_configuration using the manual cleaning workflow. Clean steps may include apply_configuration & factory_reset. Nodes are expected to be in the "manageable" state.

2) Introduces a new command in python-tripleoclient to config BIOS settings.
