Improve footrpint of containerized WSGI applications for OpenStack services

As of Pike, we ran isolated Apache instances per each an API OpenStack service. As containers share nothing for the Python interpreters running there, WSGI applications consume extended memory footprint. Provide alternative footprints for either global and/or per-service based Apache instances that run WSGI application process workers in side-car containers.
