Integration of fujitsu_fossw, one of neutron ML2 plugins in networking-fujitsu, into TripleO Heat Templates, Puppet TripleO and Puppet Neutron

The purpose of this blue print is to enable tripleo to deploy network based on
FUJITSU FOS switch. fujitsu_fossw mechanism driver in networking-fujitsu controlls
the switch, then the mechanism driver needs to be able to be configured by tripleo.
To achieve this, following tasks are needed.
- add THT for fujitsu_fossw
- modification of puppet-tripleo for fujitsu_fossw
- creation of a manifest of puppet-neutron for fujitsu_fossw
