os_tempest ansible role integration with TripleO

Tempest is the essential piece in order to validate TripleO deployment in CI as well as customer premises.
In TripleO CI side, we use validate-tempest role. But this ansible role has limitations and work around.
In order to improve tempest user experience, we are working on replacing validate-tempest with openstack-
provided by openstack-ansible project.
It will also help to achieve the collaboration between TripleO and OpenStack Ansible project in order to solve and fix tempest related issues early in the codebase and in CI.
