PAM.d Management

Enable a composable service for operators to manage PAM.d components such as password retry , complexity, rotational periods.

These values are hardening requirements for standards such as section 6.3 in CIS [1]

This will be achieved using the upstream augeas based puppet provide augeasproviders_pam [2]
