Replace Keepalived on the Undercloud
It doesn't make sense to deploy Keepalived on the undercloud if we only deploy on one node, Keepalived is useful for HA but it's not in our plan to support Undercloud HA.
We could manage the VIP by directly configuring the interfaces on the host, it would could even be done by Ansible, and we could remove Keepalived container.
