Undercloud with Pacemaker by default

We have been supported both Keepalived and Pacemaker services to handle VIPs but now we would like to simplify things and remove Keepalived support in the long term.

The only place we actually use Keepalived today is the undercloud when SSL is activated, for HAproxy + SSL termination.
We would like to replace Keepalived by Pacemaker, so we can start deprecating Keepalived service and one day remove it, so we only support one tool, the same as we deploy on the overcloud: Pacemaker.
