Add undercloud support for validate-tempest t-q-e role

Right now, the "validate-tempest" role in TripleO Quickstart Extras can only be run to test an overcloud.
We would like to re-use this role for the undercloud, so we can switch upstream multinode jobs into containerized undercloud and run Tempest.
