Migration call to force an instance to a specific host

The migration call currently only allows you to migrate to a randomly chosen host from the nova scheduler. This will allow you to pass to nova a force-host parameter that will force the migration to the specific host given.
The host parameter is optional for the migrate api call. If not specified then migrate will not change functionality but adding the host parameter to the api call with force the migration to the host given.
