Add RAM, Cores, and Volume Count to Quotas

nova has core & ram quotas. cinder has a quota for the # of volumes. trove needs to support the ability to have equivalent quotas, otherwise those who run shared infrastructure will have their customers have boot failures because they've exceeded the # of cores, but not the # of computes, etc.
