We should do it triple way with merge.py

OR
Using HOT nested resources
Parametrize heat template with just number of nodes (saying e.g. we want 20 compute nodes) - blocked by heat template investigation
Connection to autoscaling, saying we want 20 compute nodes, min 15 max X (and it will be scaled in that range)
