apt sftp support

Private PPAs consider using sftp to do the authentication and downloading. This needs support inside apt. Apt does currently only support https (using libcurl) and ssh (which in turn requires shell access on the target machine). Using libcurl (build with libssh2 which is not in main currently) it is straightforward to add a sftp methods based on libcurl.
