Bug Reporter that doesn't allow people that don't know what there doing to manually report bugs

It overwhelms bug squad and bug control with people that are manually reporting bugs. Some of them don't have a clue what they're doing. This makes it hard for us to triage the bugs. If we make the bug reporter request a bug control or bug squad password to manually report a bug. You allow people on our teams to manually report bugs as we know what we're doing. We get thousands of bugs a week and if they're manually reported the needed information is usually missing. This makes it extremely hard to triage therefore we should implement this feature
