CD/DVD based dist-upgrades should be possible
It should be possible for people without network to upgrade their system via regular ubuntu cd/dvds.

mdz: I recommend not including the speed test in the initial implementation unless there is an existing tool we can hook into trivially. Measuring the user's bandwidth capacity is beyond the scope of this spec. Also, please expand the description of how the CD will be detected: presumably different actions should result when the CD contains a new release, and when it only contains some newer packages (e.g., update or langpack CD).

01-09-2006: updates for "update-notifier", "dist-upgrader", "debian-cd" are in the archive, needs testing now
06-09-2006: setting to beta-available because the current alternate CDs contain the required files and the current update-notifier will know about CDs that can be upgraded
2007-02-08: works fine since edgy
