Support Clamav and Spamassassin in Main
As part of offering a credible mail server product, Ubuntu Server needs to offer spam filtering and anti-virus. Building on the promotion of amavisd-new in Hardy, in intrepid we should promote spamassassin and clamav. This will require MIR for spamassassin, clamav and their depenencies. In clamav, packaging changes will need to be introduced so we don't need to promote sendmail/libmilter (probably split clamav-milter into a separate source package).

The list of packages the need MIR is on the referenced wiki page. All MIR approved. Packages promoted. Need to drop some recommends from clamav and add clamav and spamassassin to the server seed.
Note: Instead of splitting the package (as was indicated would be likely) the Sendmail source was promoted to Main. This also allowed us to unsplit amavisd-new (reducing maintenance burden) and allows for the possibility of Milters in Main in the future.
