Continuing Packaging Guide Improvements

Some topics for discussion/assignment:

- Merging more wiki docs.
- Getting more contributors.
- User doc testing.
- Call for translations (We might need to define a release process/schedule so as to not break strings.)
- Getting feedback.
- User testing for events such as packaging jams (global jam)
- ask for feedback as part of initiatives

Milestones:
 - udd docs update
 - wiki merge

 - editorial review (reflow articles / presentation)
Wiki move process:
- have a look at the snippet
- see if it's in the new packaging guide already
 - if not, integrate it
 - see where it's referenced
 - remove it and make sure we point to the new packaging guide piecenote
UDD docs:
 - authorities on the subject: James W, Barry W, Jelmer V
 - make sure that info is not dupped between UDD articles and others
