Expand Debconf Options for Packages

It would be nice if we could tactically examine the list of packages available that have or could use debconf support and expand the number of debconf options available. This would improve the ability to do automated Ubuntu enterprise deployments.

Secondary to this, I would like to see a set of unit tests made available for each new debconf option. We need insurances that the debconf seeding does what we expect.
