Apt does support a dynamic "mirror://" method since feisty. It is not widely used because the current launchpad support for this feature is currently not ready to handle the amount of users that enabling it by default would generate. This may change soon and if it does we should enable mirror:// as the default method inside apt to spread the load accross servers more evenly.
The current method should be simplied so that it will only update the local mirror list if the fetch asks for "IndexFile=true" and its not within the a minimal timeframe.
