Easy management of encrypted USB drives in Ubuntu

Summary: user must have the possibility to easily format a USB drive with an encrypted filesystem, choosing a password. When the USB drive is mounted, the filesystem is not encrypted and every application can write on it (just like when you mount a TrueCrypt filesystem).
When user plug the USB drive on another Ubuntu machine, Ubuntu must prompt user for a password before decrypting the filesystem and mounting it.
Ubuntu should provide a simple dialog utility to achive these tasks:
1) Format a USB drive with an encrypted, password protected filesystem
2) Prompt user for a password when he plugs the USB drive and want to mount it
