Connection Manager for UNE and offline mode

Connection Manager with indicator integration can be interesting for UNE version. What's the impact? How to get it really early for testing as this change impacts a lot of things.

If time permits, also discuss about online/offline support for applications. Applications want to know when network is not available and we need to provide a unified interface for this.
